The Afghan Taliban have appointed a leader to head the Reform Commission responsible for overseeing the banned TTP, despite his direct involvement in past operations against Pakistan.
Mawlawi Qasim Khalid — A Controversial Figure
Mawlawi Qasim Khalid, believed to be affiliated with the Haqqani Network, has previously served as governor of Nimroz, Kabul, and Kunar provinces. While serving as governor of Kunar, he facilitated and planned a major TTP attack on Chitral in 2023, organizing TTP groups. According to Pakistani security agencies, he acted not only as a facilitator but also as a planner of the attack.
Role of the Reform Commission
The Reform Commission monitors compliance with the Taliban Amir’s directives, oversees discipline within Afghan security forces, and keeps track of “jihadist operations” originating from Afghan soil. The commission is also responsible for reviewing the activities of the TTP, Hafiz Gul Bahadur group, and other militant organizations.
Pakistan is concerned that the same individual who previously aided these groups has now been tasked with supervising them.
Pakistan’s Concerns and Implications
Pakistan asserts that there are deep ties between the Haqqani Network and the TTP, which may explain why the Afghan Taliban have not taken effective action against the group. Analysts say this appointment could further strain Pakistan-Afghanistan relations, especially at a time when tensions between the two countries are already causing significant hardship for Afghan civilians.
