Chief of Army Staff and Chief of Defence Staff, Field Marshal Syed Asim Munir, said that terrorists, backed by the Afghan Taliban, are targeting innocent civilians and children in Pakistan. He added that 70% of the formations of Fitna al-Khawarij originate from Afghanistan.
He made these remarks during the National Ulama and Mashaykh Conference, held on December 10, 2025, in Islamabad, which was attended by scholars and religious leaders from across the country.
In his address, Field Marshal Munir discussed the challenges facing the country, terrorism, national security, Pakistan’s emerging role on the global stage, military preparedness, and the importance of knowledge. He cited verses from the Quran and poetry to highlight the parallels between the establishment of Pakistan and the state of Madinah, stating that Pakistan has been honored as the protector of the holy sites.
He emphasized that no jihad or fatwa can be issued in any Islamic state without the sanction of the state itself. Warning Afghanistan, he said the country must choose between Fitna al-Khawarij or Pakistan. He further noted that nations that abandon their scholarly and intellectual heritage suffer decline and weakness.
